Programmer Demonstrates Vote Manipulation

Bennie Smith, an election commissioner in Shelby County, Tennessee, since 2019, demonstrated how system operators can distribute votes with what’s called “fraction magic.” The method allows for votes to be weighted as fractions, instead of whole numbers. The fractions are hidden from public view. This means allocation models can shift fractions of votes without people noticing it. Smith adds that the precision of this method means even audits and election officials can’t detect the manipulation.
